In case you are wondering, the answer is yes, I was standing in the middle of the road in the middle of the night with a tripod in order to get this shot. Not something that I would recommend, but the results were excellent; I hope you agree.
The Texas State Capitol Building has a majestic presence that is accentuated at night with the lights of the City of Austin.
